Motion Residential Parking Permit Program

WHEREAS a Residential Parking Permit (RPP) Feasibility Study was completed in 2008 to examine the feasibility of implementing a RPP program in the Town of Ajax; AND WHEREAS the Council of the day did not vote in favour of implementing the RPP program on the recommendation of staff at the time;
AND WHEREAS the makeup and built form of our community has changed dramatically since 2008, including new developments that have been built and are planned for the future, and an increase in multi-family homes with multiple vehicles requiring increased parking;
AND WHEREAS some residents of Ajax have expressed concerns to members of Council regarding a perceived lack of residential parking supply, particularly in Ajax’s newer communities;
NOW THEREFORE BE IT RESOLVED THAT:
1. Staff be directed to present a report to Council or the appropriate Standing Committee on the cost, timeline, scope and potential funding sources for an updated Town-wide Residential Parking Permit (RPP) Study by no later than March 2023; and
2. The RPP Study shall include, at minimum, an examination of existing on-street parking supply, potential scope of the program, estimated costs and cost recovery mechanisms for the Town, integration with the Town’s existing on-street parking programs and by-laws, estimated participation rates of residents and visitors, and estimated timelines for development and implementation.

Removal of Tolls on 407

Motion Requesting the Permanent Removal of Tolls on the Provincially Owned Portion of Highway 407 Moved by: Councillor Henry

WHEREAS Highway 407 from Brock Road in Pickering to Highway 35/115 is provincially owned and tolls are set by the province;
AND WHEREAS the province passed legislation, Bill 162, the Get It Done Act, 2024, to ban new tolls from provincially owned highways;
AND WHEREAS Highway 413, a timesaving highway running through York, Peel & Halton Regions, is being built at a projected cost of $10-billion and is included in the legislation to ban new tolls
AND WHEREAS the provincially owned portion of Highway 407, which is almost exclusively in Durham Region, is excluded from this legislation and is the only tolled provincially owned highway in Ontario, resulting in unfair economic impacts to Durham Region residents and businesses;
AND WHEREAS the Province of Ontario has previously removed tolls on Highways 412 and 418 located within Durham, demonstrating the willingness to removing existing unfair tolls on provincially owned highways and should therefore include the provincial 407 as part of the proposed legislation;
AND WHEREAS the removal of tolls on the provincial Highway 407 would reduce the cost of living for Durham Region residents and drive economic growth, while ensuring fair and equitable treatment across all provincial 400-series highways;
AND WHEREAS the Councils of Oshawa, Whitby, Pickering and Durham Region have passed motions requesting that the province remove tolls on the provincially owned portion of Highway 407;
NOW THEREFORE BE IT RESOLVED THAT: Ajax Council hereby requests that the Province of Ontario remove tolls from the provincially owned portion of Highway 407; and A copy of this resolution be sent to the Honourable Prabmeet Sarkaria, Minister of Transportation, all local Durham MPPs, and all Durham local area municipalities.

Motion Acceleration of the Rossland Road Widening

WHEREAS Rossland Road has experienced a dramatic and sustained increase in traffic volume due to rapid and ongoing urban development both within the Region and specifically in Ajax;
AND WHEREAS the design for the widening and urbanization of Rossland Road, extending from Westney Road to Lakeridge Road in Ajax, is currently in progress to address these growing transportation demands;
AND WHEREAS the construction of the road improvements for the subject project is scheduled in phases, with Phase 1 planned for the section from Salem Road to Lakeridge Road in 2026, and Phase 2 from Westney Road to Salem Road in 2028; AND
WHEREAS there are several proposed developments between Harwood Avenue and Salem Road which will further exacerbate traffic congestion in the area; AND WHEREAS expanding the scope of Phase 1 to include the section from Harwood Avenue to Salem Road, originally planned for Phase 2, will alleviate congestion in both the short and long-term in this rapidly growing area;
NOW THEREFORE BE IT RESOLVED THAT:
1. The scope of Phase 1, including land acquisition and utility relocation work planned for 2025 and road works planned for 2026, be expanded to include the section from Harwood Avenue to Lakeridge Road; and
2. The budget for the section of the project from Harwood Avenue to Lakeridge be advanced from 2028 to 2026; and
3. The design and construction include the necessary underground works to accommodate future traffic signals at Spitty Drive.

Motion: Installation of All-Way Stop Signs

WHEREAS there is consistent evidence of unsafe driving behavior, including frequent speeding, failure to yield, and aggressive driving patterns at the two-way stop-controlled intersection at Fletcher Avenue and Hibbard Drive, creating an urgent need to upgrade the intersection to an All-Way-Stop to enhance safety for all road users, including pedestrians, cyclists, and drivers;
AND WHEREAS due to driveway apron parking, residents are noting sightline-related issues at the following five (5) two-way stop-controlled intersections:
- Kerrison Drive West and Fletcher Avenue;
- Williamson Drive West and Hazeldine Drive/Tozer Crescent;
- Hollier Drive and Cantwell Crescent;
- Wicks Drive and Horton Street/Knowles Street;
- Finley Avenue and Burden Crescent;
AND WHEREAS the installation of All-Way-Stops at the above intersections will alleviate ongoing visibility concerns, reduce risks associated with potential liability issues in the event of incidents/accidents, and lessen the burden on transportation and parking enforcement staff while not impacting resident parking on driveway aprons;
NOW THEREFORE BE IT RESOLVED THAT:
1. Planning & Development Services and Operations & Environmental Services be directed to install All-Way-Stops at the following locations by end of May 2025:
- Fletcher Avenue and Hibbard Drive;
- Kerrison Drive West and Fletcher Avenue;
- Williamson Drive West and Hazeldine Drive/Tozer Crescent;
- Hollier Drive and Cantwell Crescent;
- Wicks Drive and Horton Street/Knowles Street;
- Finley Avenue and Burden Crescent;
2. Costs associated with this unbudgeted capital project be approved and funded from the capital contingency reserve.
